When educational institutions closed, the school income and the tuition income stopped on the same day: the tutoring was never a separate leg to stand on, because both depended on classes being allowed to meet. Household spending had to be cut back sharply. The report covers professionals across nine districts whose earnings collapsed that year, and cites PPRC-BIGD research putting average personal income in June-July 2020 at 42 percent below pre-pandemic levels.
