About the business

In Bangladesh every nursery, kindergarten and preparatory school teaching up to grade five falls under the Non-Government Primary School Registration Rules 2023. English-medium schools running a foreign curriculum are outside them. The work comes in two stages. First is teaching permission: an application on Form 'ka' through the upazila education officer to the district primary education officer, with a fee of Tk 5,000 in metropolitan and divisional cities, Tk 3,000 in a district town and Tk 2,000 anywhere else. After an on-site inspection the permission is granted within 60 days of the application and is valid for one year. Second is registration: apply on Form 'ga' thirty days before that year runs out, with a fee of Tk 15,000 in metropolitan and divisional cities, Tk 10,000 in a district town and Tk 8,000 elsewhere. Registration is granted by the divisional deputy director, runs five years, is renewed on payment of half the registration fee, and must be applied for at least 60 days before it expires. The land requirement was relaxed by the amendment of 5 February 2025: at least 0.03 acre in a metropolitan area, 0.05 acre in a municipality and 0.30 acre elsewhere, or a building of at least 3,000 square feet owned or rented. If rented, there must be a written tenancy of at least three years in the school's name on a Tk 300 non-judicial stamp. At least six teachers are required for grades one to five, with the same minimum qualification, training and experience as government primary teachers, and the pupil-teacher ratio is 30:1. Teachers' pay is entirely the school's own: the rules say plainly that the liability shall in no way fall on the government or any other authority.

How the work is done

  1. 1Check the land or building condition first. Owned or rented, at least 0.03 acre in a metropolitan area, 0.05 acre in a municipality and 0.30 acre elsewhere, or a building of at least 3,000 square feet.
  2. 2If renting, sign a written tenancy of at least three years in the school's name on a Tk 300 non-judicial stamp. Without that paper the application goes nowhere.
  3. 3Apply for teaching permission on Form 'ka' through the upazila or thana primary education officer to the district primary education officer. The fee goes by treasury chalan to the specified code: Tk 5,000 in metropolitan and other divisional cities, Tk 3,000 in a district town, Tk 2,000 at an upazila headquarters or anywhere else.
  4. 4Wait for the on-site inspection. If satisfied, the district primary education officer issues the Form 'kha' teaching permission within 60 days of the application, valid for one year.
  5. 5Start teaching with pupils admitted up to grade five, or at the least up to grade three. The rules do not allow starting with nursery and KG alone.
  6. 6Appoint at least six teachers. Their qualification, training and experience must match government primary teachers', the posts must be advertised in at least one widely circulated national daily, and the selection board must include a nominee of the district primary education officer.

  10. 10To name the school after a person, the founder must place Tk 500,000 as a permanent deposit in the reserved fund, and only the return on it may be spent on development. Schools already established under a personal name are exempt.
  11. 11Thirty days before the one-year teaching permission expires, apply for registration on Form 'ga': Tk 15,000 in metropolitan and other divisional cities, Tk 10,000 in a district town, Tk 8,000 elsewhere. If you have not started that process by then the teaching permission is cancelled.

Where it works well

  • Strong fitChattogram · A divisional city, so the fees are the high ones at Tk 5,000 and Tk 15,000, but the land requirement is the smallest and pupils are the most certain.
  • Strong fitDhaka · The land condition is easiest here: 0.03 acre or a 3,000 square foot building in a metropolitan area, against 0.30 acre outside the cities. And both the demand and the ability to pay are highest.
  • Strong fitGazipur · Dense garment worker settlements and fast-growing municipal areas, where the land requirement is 0.05 acre, far easier than in the countryside.

Risks and cautions

  • HighWorking capital: Six teachers' pay is entirely the school's liability. The rules say plainly that the duty to pay their salary, allowances and other benefits shall in no way fall on the government or any other authority. Six must be kept even with few pupils, because the number is a condition of registration. And taking a donation in the name of admission or re-admission is forbidden by rule 16(2), so the familiar way of covering a shortfall is closed.
  • HighCompliance: The deadlines are the real trap here. If registration is not started 30 days before the one-year teaching permission expires, the permission itself is cancelled. Registration then runs five years and renewal must be applied for at least 60 days before it expires. Miss one date and the school keeps running while on paper it has become unregistered.
  • HighDependency: The whole application rests on the land or building papers. If rented, there must be a written tenancy of at least three years in the school's name on a Tk 300 stamp, and if the landlord will not sign for three years everything stops there. Outside the metropolitan areas the condition is far harder: 0.03 acre is enough in a city, but 0.30 acre is required elsewhere, ten times as much.
  • MediumDemand: You cannot set the tuition fee alone. Under rule 16(1) the management committee sets it in discussion with the upazila, thana or metropolitan education committee, taking the quality of teaching and the facilities into account. So the fee cannot simply be raised when costs rise, while teachers' pay and rent go up every year.
  • MediumCompliance: Inspection can come at any time. Officers of the ministry, the Directorate of Primary Education, field-level officers and the local administration may inspect the quality of teaching, the environment and pupil-teacher relations, and the registration authority may act on the report. If the certificate is cancelled or suspended you may reapply, but by then the admission season is gone.
