About the business

Opening a computer teaching shop is easy: a few machines, a room and one instructor. But the thing that decides this business is not the machines, it is the certificate. A centre that is not affiliated to the Bangladesh Technical Education Board can print its own paper, but that paper carries no weight in a job application or a work-visa file. Short courses under the board come in two shapes. First, the National Skill Standard Basic Certificate Course: 360 hours, run over six months or three, entry qualification class eight or JSC pass. Second, the Advanced Certificate Course: one year, entry qualification a bachelor's degree. On the board's own notices, the 360-hour course costs the centre Tk 50 registration, Tk 300 exam fee and Tk 100 certificate fee for each trainee, Tk 450 in all. The Advanced Certificate Course is Tk 200 registration plus a Tk 15 Rover Scout fee, Tk 215 in all. Each trade gets 50 seats, 40 main and 10 for dropouts, and if fewer than five trainees are entered in a trade the record cancels itself automatically. In the market, an affiliated college charges Tk 3,000 for a six-month certificate course, while a private Dhaka centre lists Tk 5,000 for an office course and Tk 10,000 for the full one, with the board's registration and centre fees on top. One more thing shapes demand: the government trains people free. The ICT Division's Learning and Earning project ran a 200-hour course at no cost across 492 upazilas in 64 districts. Where a government batch is running, paying students are hard to find.

How the work is done

  1. 1Decide first whether you will issue certificates. Teaching alone needs no affiliation; issuing a recognised certificate cannot be done without BTEB affiliation.
  2. 2Check whether free government training is running in your area. The ICT Division project ran free classes across 492 upazilas in 64 districts, and while such a batch runs, paying students are hard to find.
  3. 3Take a trade licence from the city corporation, municipality or union parishad: form Tk 10, licence book Tk 50, standard tax Tk 30, stamp Tk 150-300, licence fee Tk 100-60,000, plus a signboard fee.
  4. 4Take a room and put the power connection in the commercial class. In the DPDC area commercial and office supply (LT-E) is Tk 15.36 a unit with a demand charge of Tk 90 per kilowatt a month, effective from June 2026.
  5. 5Download the board's institution-establishment and teaching-permission forms with their checklists and see what papers are required: room measurements, ownership or tenancy deed, instructor qualifications, lab inventory.
  6. 6Apply for affiliation, and expect that applications get refused. On 4 August 2026 the board published a list of institutions refused permission for the Advanced Certificate Course and Medical Ultrasound.
  7. 7Choose which course to run. The 360-hour basic course needs class eight, JSC or JDC pass; the one-year Advanced Certificate Course needs a bachelor's degree. The higher the entry bar, the fewer candidates in your area.
  8. 8Buy machines, UPS units, internet and a projector, and hire an instructor. The board allows 50 seats a trade, 40 main and 10 dropout, so admitting more than that at once is pointless.
  9. 9Admit the trainees and enter their data through the board's e-service at btebsheba.gov.bd. Miss the dates and the whole session is gone: for July-December 2026 data entry ran 3 to 24 September.
  10. 10Pay the per-trainee fees, Tk 450 on the 360-hour course and Tk 215 on the Advanced Certificate Course, then print the registration cards in colour on A4 100 gsm offset paper.
  11. 11Keep the annual affiliation fee paid up including arrears. The board states that if it is not up to date before the national exams, the institution's normal activities may be disrupted.
  12. 12Keep at least five trainees in each trade. Below five the board's record for that trade cancels itself automatically and the trainees cannot sit the exam.

Where it works well

  • Strong fitChattogram · Port, shipping and garment office work needs clerks with computer certificates, and the flow of workers going abroad is heavy here.
  • Strong fitCumilla · Lot-10 of the ICT Division's Learning and Earning project trained 3,000 people across Cumilla, Noakhali, Lakshmipur and Chandpur, so the demand is proven, and so is the free competition.

Risks and cautions

  • HighCompliance: A certificate issued without affiliation is worth nothing in the market. When a trainee finishes a paid course and finds the paper will not pass in a job application, you face refund demands and a ruined name. The board also publishes lists of institutions refused permission; one such list came out on 4 August 2026.
  • HighCompliance: Missing the board's dates costs the whole session. For July-December 2026 data entry ran 3 to 24 September and payment 17 to 30 September. Outside that the trainee gets no registration and cannot sit the exam, while you have already taken the course fee.
  • HighDemand: The government teaches the same things free. The ICT Division's Learning and Earning project ran 200-hour graphics design, web design and digital marketing courses at no cost across 64 districts and 492 upazilas, and in 2020 drew 98,266 registrations against about 40,000 seats. A free batch opening in the next upazila can empty your admissions for a season.
  • MediumWorking capital: Money goes out before it comes in. Machines, rent advance, the instructor's first month and the commercial demand charge of Tk 90 per kilowatt a month all fall due before a single trainee enrols. If a batch holds fewer than five, that trade's registration is cancelled while rent and salary keep running.
  • MediumDependency: Everything rests on one instructor. If he leaves mid-session the classes stop, trainees demand refunds, and the board's exam date does not move. A small centre usually cannot afford a second instructor.
